That's the entire toolkit they need to make air power as dominant as they choose. Wargaming has the tools at hand to affect all aspects of aircraft carrier influence, from the targets they're able to successfully engage, to how much damage they can do and how often they can do it. The rework is aimed at lessening the impact of skill disparity between aircraft carriers, make them more fun and accessible (currently 9 out of 10 players don't like CV game play) and significantly reduce the influence they have on a team's chance of winning (a well played CV boasts an 80% win rate, which is absurd). World of Warships Legends is the console version of the game and is developed independently of World of Warships (PC). The CV rework has nothing to do with consoles. Which with what they have to work with is the best solution. To me the CV rework is about console gameplay only. So like I said WG fixed the balance problem but not with the CV rework itself but by adding submarines. In turn also fixing the battleship dominated meta that IMO makes the game unplayable in its current form. But adding the natural enemy of the carrier the submarine will work. Yes but the overall concept that this change will make AirPower less dominating isn’t going to work.
